Tile backs and resolution fixes; data file reformatting #25

Tiles: re-exported at correct resolution including Sector I II and III backs. Resolution: approx 1024x890 pixels; I know there are at least a handful that are ±2 pixels, generally on the y axis. Parts, techs, factions, and sectors have been reformatted per Cory and Taylor's request

Pretty sure I've now fixed both. I'll get Py set up on both my machines this week and be able to run the JSON checker from now on. Thanks for catching that! Please review the new commit for details
