Adjusted Fin's setup game and draw tiles setup to work with the Sector data from @patrickmilligan
reversed influence and population cube tracks to work cleaner with tracking income and upkeep
Moved color assignment to setup game
Adjusted both sectors.json and factions.json to preemptively have the influence discs and cubes placed correctly with each home/faction pair
sectors.json given an owner variable which tracks the color of who owns that tile. Also has a space now to track player ships.
setup_complete now starts ships in each home sector and accounts for Orion. Not sure how we want to call these yet but for now I settled on color-int or cru. I'm sure this will change.
I think the only things left to have the gamestate completely setup after this:
Add reputation tile "deck" and setup Eridani with 2 to start in setup_complete command
Add discovery tile "deck" to gamestate
Figure out how we're going to track player turn order in the gamestate and then change it upon first player pass
