feat: add endpoint for looking the parent ID of a stop place #340

Adds an endpoint to look for parent stop place ID, we can then use the parent ID to look up the departure details in some stops, instead of using the current reverse geocoder API.

Endpoint : /bff/v2/stop-places/parent
