DELETE_INSTANCE_ID is set false by default #85

Description

DELETE_INSTANCE_ID requires Athenz permission to do so, and should not be set true by default as it is now.

This also handles the issue in https://github.com/AthenZ/k8s-athenz-sia/issues/44
