Fixing gradle + new config system #157

Summary

Fixing gradle: now the project doesn't have an IDE dependency.
Server jar added: you don't need set the Server Core project as dependency (temp fix).
New config system: it's a combination of HOCON (https://github.com/typesafehub/config) and GSON (https://github.com/google/gson). With this, you don't need to make a parser for each property and you can load complex objects (see /game/config/EventEngine for examples)

Also, this pr fixes https://github.com/u3games/L2J_EventEngine/issues/114
