Can't use bound skills when too close to target #85

Description: What's wrong? Being too close to a target causes binds to not work properly

Reproduction Steps: How do we re-create it? Bind a skill, stand close to a target, attempt to use skill bind

Expected Behavior: What should be happening? The skill bind should activate

Observed Behavior: What is happening instead? Being too close to a target causes you to right-click them which replaces the skill bind function

Upon further testing, the issue is happening only with CustomNPCs and only when they are not aggro'd or have taken damage recently. Not a major problem since most mobs will be aggro.
