Notification preferences #246

180. Uploading a PR for now as the code changes and scope have grown somewhat.

Added notification enabling/disabling front-end to back-end functionality
Added default settings to have some notification types enabled by default upon sign-up
Added a button to allow users to unsubscribe from all notifications in one click (logic can be repurposed for an unsubscribe button in email comms).

A future PR will include the following:

Modal for initializing user notification preferences immediately after the sign-up flow
