Option to control selection priority for Hearing Impaired/Visually impaired audio streams #232

Describe the issue you're having:
Most people wouldn't want the hearing/visually impaired audio streams to be the 
default streams, however due to stream order or bitrate they may be choosen 
right now.

To avoid this problem, we should introduce an option that controls the priority 
of such streams.

How can the issue be reproduced? Sample File?

Implementation Notes:
My first thought would be an option that increases the priority of such 
streams, default off. If its off, they wouldn't be used (unless they are the 
only ones)
