Describe the issue you're having:
The Video Output Pin sends a flush when it enters its processing loop.
This flush was added back in the day to solve a freeze issue with the MS 
Decoder, but it also causes some different issues with the same decoder.

How can the issue be reproduced? Sample File?
A sample TS file that caused the issue is present.
