Update ExtractTracts to single script with passed number of ancestries #5

These updates allow ExtractTracts to accept an N ancestries and gzipped VCF input. Additionally, the output files now contain the sample IDs and the FORMAT field accurately captures the INFO content within the VCF. Dosage counts should now be accurate.
