Current behaviour: The event SPELL_AURA_REFRESH fires incorrectly when applying auras, sometimes multiple times.

Expected behaviour: SPELL_AURA_REFRESH should only fire when the expiration timer of an aura changes, and only once, not when applying auras.

I wasn't able to have it fire multiple times as some screenshots above showed.

But regardless, it should not fire when simply applying an aura.
