Peacekeepers attack #2867

Description: peace keepers attack players that dueling oposite faction players near shattath city

Current behaviour:peace keepers attack players that dueling oposite faction players( just dueling not even killing them in duel coz of a bug or anything) near shattath city

Expected behaviour: they should not attack players that duel even if oposite faction exept if they world pvp (outside of duel ofc)

Rev 4014 - still an issue Throughout the entire duel, they did not interfere. But once the duel was over, they began attacking.
