The second issue was resolved in rev 2350, per discord changelog.
[2350][Core] Fixed an issue which could sometimes cause the melee damage to be negative, causing an overflow and killing the target instantly (e.g. The Curator)

About four or so hours ago.
The server is still on 2349 - you can see the server rev by typing .server info ingame. The changelog on discord is not always updated on server instantly.
The threat issue for paladins on Curator is not a bug - their threat is mostly based on damage where as warrior and feral has flat threat increases on some skills.
Your team just has to be careful when using a paladin tank on this fight.
The video you linked is with no astral armor. And besides it would be much more interresting to see from your POV. There are many ways to increase threat on your tank from the group aswell - PoM - Earth Shield - using a health pot after the first hit etc.
Leaving this open for 1 more day - if no further evidence of a bug I will close this issue.
Here is the earliest kill I could find on TBC retail, with a threat meter, from a protection paladin, as you can see from threat meter on the right he has no issue, certainly not while picking up the boss.

As you can see on pull paladin is doing a lot threat, far more so then druid or any other healer.

Looking at the damage here paladin is doing very little dmg, as expected with the dmg reduction he has, but has no problem keeping threat.
If I get the chance of tanking it again I'll record and post it. I certainly didn't think I'd need to worry about something like this on curator: A boss I've tanked numerous times without issue on retail in the early months of the expansion, and a boss where you don't expect as a tank to lose threat after unloading with your wings and shield on pull.
There's no Astral Armor on neither of those videos. Also they are the exact same video link. April is long after Astral Armor is removed.
It's unlikely that you have ever tanked Curator with Astral Armor before.
When was it removed exactly? My bad on the links I fixed that.
If you mean the idea that curator has a dmg reduction buff that results in raids not being to do any sort of real dmg on him before evocate then yes I have, if you mean the idea he has a big shinny block buff around himself then no. Because it was never there on retail as far as I remember.

January the 30th 2007, two weeks after the expansion came out, he has no visual reference to it.
The damage reduction is tied to the effect. None of the videos have the damage reduction it was removed VERY early (first two weeks of tbc).
Well then the issue still remains: Protection paladins have close to an impossible job at tanking this boss because holding threat is so hard for them. This is obviously an issue very few people, if any really considering the timeframe you're talking about, had to deal with but it is an issue here. If you feel that's acceptable then nothing more I can say and I'll just content myself to not tanking him.
It is however creating an issue that you didn't have to care about on Blizzard servers, in making a boss virtually untakable for one of the 3 classes.
Current behaviour:
First Issue: Paladins seems to generate very little threat on the boss, low enough that a healer can easily steal aggro on the fight very early on despite the paladin using Wing+AS+Judge+Consecration. Another tank will also be able to easily steal aggro. Issue might be related to how paladin threat works via righteous fury + Curator's dmg reduction.
Second Issue: Boss Simply died for us after first evocate when he was around 50%.
Expected behaviour:
First Issue: Paladin should be able to generate enough burst aggro at start to easily hold on to the boss at least against healers, here's an example video.
