Tested on heroic mode,can't tell if it works properly for normal mode.

Current behaviour: Time Keeper's dont use their ability Sand Breath at all. Expected behaviour: Time Keeper's should use their ability Sand Breath at least once,once they're summoned. Server Revision: 2328

He does use it - however maybe CD is too long? They use it 3 times on full duration.

So,I decided to go there once more to check it,and i know why we didn't realised he was using this ability after all.It's due to lack of debuff on Sand Breathe victims. Also,when I checked it,he used it only 2 times,so perhaps CD is broken after all.

Appears to be working but what I've seen from Retail he uses his breath cooldown 3 times where as on the PTR its twice. https://www.youtube.com/watch?v=Ukw8RZU5AHk
