How do you know it is currently 0.01%?
Evolve told me

Oh, well that's something solid. Even with a blue post! Still strange that the 1% comment I found is dated back to 2007.05.18 (Patch 2.0.12). Maybe his "WAY back in the day" refers to early vanilla and drop rate was buffed later-on and buffed again with 3.0.2? Also "This is the second time the drop rate has been increased" clearly implies that it should neither be 0.02% nor 0.01%.
I've also found a comment stating that the drop rate is 2 in 500, so 0.4%.
