[Paladin] Judgment limit #6386

Current behaviour: Right now on NW, there can only be 1 judgment debuff per paladin at any time. Judging another target with a debuff removes any other judgment-debuff done by that paladin on any target.

Expected behaviour: The limit should be one debuff judgment per paladin per target. Having two judgments on two different targets should be possible.

(btw this will probably also fix the bug happening right now with shamans and grounding totems, when refreshing seal of justice on shaman kills the grounding as it should, but also removes the debuff from the shaman cause it gets applied to the grounding and the one judgment limit kicks in)

worked for 4 days or so, then stopped again. (you can have 2 different judgments active right now, but not the same one).

btw this https://github.com/Atlantiss/AtlantissTbcBTOLD/issues/201 can be closed, it's working correctly right now.

Tooltip for SoW/SotC/SoL ends with: "Only one Judgement per Paladin can be active at any one time" In classic though, the tooltip and what is shown doesn't act the same. (Can apply both the same seal or different) Edit: Still an issue

Rev 4018 - still an issue The tooltip description is a bit inaccurate - however it has been proven on classic. One paladin's judgements should be able to be up on multiple mobs at the same time.

Example - pull 2 mobs Judge Crusader on mob 1 Wait 10 seconds for judge to come off CD, then judge crusader on mob 2 Crusader debuff should be active on both mobs now, but instead it is removing the judgement from mob 1
