Problem with HERBS Respawn #7667

Description: There is a problem with herbs respawn Current behaviour: Let's take barrens for example. I ran all over barrens and could not find any herb. it could that players collect them all, but when collecting one herb, it should spawn in another place and there should be no emptiness at all Expected behaviour: There should be respawn of the second herb after collecting the first one or it should respawn normally at one point Server Revision: 3547

Vanilla herb respawn needs a full rework to be operated similar to Outland, it's been this way since first server many years ago.

Herbs in vanilla zones often do not respawn until you fully or nearly fully clear the entire zone of all herbs present.

Wolf increased the spawn rate of them a bit but that was only a band-aid
