Command not proccing on extra attacks #8753

Description: On extra attacks like from reckoning and windfury, seal of command does not procc at all.

Current behaviour: There is currently no increased chance to procc seal of command in meleeswing with extra attacks

Expected behaviour: White swings with reckoning or wf procc, you should more often see seal of command proccs due to both white swings should have a chance to give a procc.
