[2.3 PTR] Amani'shi Scouts 'visually' teleport to drums after CC expires

Current behaviour: If you stun/death coil/root a scout and it expires, they will sometimes visually appear ('teleport') directly to the drum they were running to.

Expected behaviour: After a CC expires, should visually be still at the same spot as before and resume running toward the drum.

Movement rework is being done by Wolf - need to check on PTR after it is implemented and see if it still happens
