[BUG] - AME Wizard not able to run without internet connection

Description

I'd like to have the possibility to run the AME Wizard without internet connection. In my understanding, the wizard does nothing that requires network connection with the exception of the optional browser download.

Feel free to reclassify this as feature request but I feel like this should be already working.

The reason for this is that the wizard shows me I don't have any internet connection even though I have, not sure why. Maybe it doesn't use the environmental proxy configuration or something? But that's another story and I think the more important functionality is offline support.

Steps to reproduce

1. Ensure you don't have internet access on the windows installation
2. Open AME Wizard
3. Select the playbook
4. Start the wizard

Expected behavior

The AME Wizard can continue with warnings that some features (like browser installation) might not be possible.

Actual behavior

The AME Wizard cannot be continued at following screen:

Atlas for Windows 10 22H2

Desktop information

The issue is not related to specific hardware.

As AME would have to implement something for this, not Atlas, make an issue on https://github.com/Ameliorated-LLC/trusted-uninstaller-cli/issues instead
