Command Blocking #77

This is something that is not yet enabled, and we need to build in as a matter of urgency.

I have found how this works, however it needs to be modified to cancel the command its self before its ran.

We also need to make it find and block aliases of the commands that are blocked

The issue of it not blocking quick enough only appears to be the case for /reload other commands appear to block just fine.

This has been resolved, looks to have been a one off bug.
