Nyan Toggle Command #9

Should we decide to have some sort of Nyan plugin like CJFreedom this will come in handy quite a lot! This is a low priority until we finalize the plugins we will be running on the network.

@Wild1145 Nyan caused quite a lot of lag on CJF. If we decide to add it, we should reduce the amount of particles that we display.

@Hockeyfan360 Its the reason Its on hold and flagged to contact me prior to implementation. I am currently just not sure if I want the plugin, or if we will not bother. If we do want the plugin, this will be a must. If we dont, its obviously a waste of a java file.

Still not interested in a nyan plugin. It caused us to crash a tremendous amount of times. Icm already lags like hell on my pc.
