Filter description field to be larger - done

when setting up filters if you need to use a e.g. outlier_layer_count: you have to use [ TO ] e.g. outlier_layer_count:[ TO ] otherwise it creates an error - done

When you are adding a filter to a filter category, if you forget to add a description and save, the entire filter information is removed and you get an error that you need to have something in the description field. You then have to enter the whole thing again. It would be better to get the error but the values are saved so you just have to enter the description rathe than the whole thing. OR Reorder the columns so the Description field is at the end of the row rather than the beginning so you have added the field or assertion, then you add the description in a left to right flow.
