add to, edit and maintain field descriptions and vocabularies for ALA fields

Design and build meta data management framework - current framework described in https://confluence.csiro.au/display/ALASD/messages.properties+and+metadata

needs an editing interface

content: Update remaining field descriptions Update remaining assertion descriptions

still need the other field vocabularies

currently managed in properties files - how easy is it to update and deploy updates? @charvolant has done some work on a vocab management system

Fields descriptions displayed through the info dialogues and mouse overs need to be able to be edited

One solution: add edit functionality to https://biocache.ala.org.au/fields admin access only

will need to check what shouldn't be edited here e.g.

Search term, JSON output, Download term, DwC term, DwC class

at least "Description" and "Download description" should be editable
