Duplicate higher order taxonomy being created from Biosecurity Species #204

Example: Malpighamoeba mellificae (https://lists.ala.org.au/speciesListItem/list/dr22913?q=Malpighamoeba) is listed in the biosecurity list, along with higher taxonomy that matches the higher taxonomy in CoL. In the build process, an inferred genus of Malpighamoeba is created, along with an inferred family. Both should be resolved and discarded in the build process and Malpighamoeba mellificae should be placed under the CoL genus. This is not occurring, leading to a duplicate branch of the family (https://www.checklistbank.org/dataset/284898/classification?taxonKey=https%3A%2F%2Fwww.catalogueoflife.org%2Fdata%2Ftaxon%2F5KPH)
