When the same synonym occurs at species and subspecies level, all records go to subspecies #207

Ptilonorhynchus nuchalis (Jardine & Selby, 1830) which is an old name for Chlamydera nuchalis nuchalis (Jardine & Selby, 1830) and Chlamydera nuchalis, covers about 12000 records. The problems is that it occurs in AFD twice, once as a name synonym for the subspecies, and once for the generic combination at species level. Both synonyms are in ALA but our data matching is prioritising the subspecific match over the specific match, leading to about 12,000 records being incorrectly assigned to the subspecies.

This is not necessarily a bug persay as a misallocation but we need to figure out why!
