Force login for downloads #4

Force a CAS login for downloads. We can follow the same style as the "Flag an issue" forced login on occurrence pages.

Is this for record downloads only?

I think keep it simple and force a login for all.

The software package downloads was to replace google code which never required a login though - it seems a bit weird to force a login to download a build of open source software... Happy to add it to both, but IMO I think it raises the complexity level rather than lowers it (software downloads is using a different mechanism UI wise to the record downloads).

Presumably we can drop the email address box from record downloads if we force a login?

I wasn't thinking we'd force the login for software downloads, just the record or index downloads which are treated separately from the software downloads.
