APPD Project - Fix search on State issue #13

When searching on state only 10% of records are registered to each state, therefore won't get complete list of records by state...

Issue is that only records with no coordinates are getting State value assigned during processing... Records with coordinates are being sampled to coords, but as APPD-hub has no layers no state is being assigned.

Updating APPD-hub backend to latest version and skipping the 'sampling' process on ingest should fix this problem.

Dave M has reconfigured the APPD-hub to access the appropriate sampling to calculate the correct state/country information.
