APPD Project - upgrade APPD Hub to latest ALA code #2

As part of the project to implement the APPD Hub, the APPD site needs to be upgraded to the latest version of the ALA code. This may fix a number of issues currently experienced by test users with the APPD Hub.

The upgrade should be completed prior to the next APPD project meeting at the end of January, and ideally prior to the new data upload (issue #1).

This is a duplicate issue (but was the original). I've already updated and closed the other version issue #6.
