Rerun data loads that have intermittently failed multiple times

Some of the APPD data loads have intermittently failed over the last few months. The failures are intermittent and have not been showing warnings in the log files or zabbix. They have been occurring during sampling, processing, and indexing, seemingly at random. Need to rerun those jenkins jobs that have failed until they work. APPD is still using biocache-store-1.x/cassandra-1/solr-4 which we are not maintaining or contributing bug fixes back to at this point.

ASCU took two manual rerun attempts to be successful. TPPD worked on the first manual rerun
