Swagger docs not working on test site #677

Similar to #216 but for NCI test env this time.

https://biocache-ws-test.ala.org.au/ws/swagger-ui.html gives a 404 but

https://biocache-ws.ala.org.au/ws/swagger-ui.html on prod works fine.

Fix test version, please.

https://biocache.ala.org.au/ws/swagger-ui.html not working - maybe URL is different under Spring 5?

@nickdos - its not working anywhere as far as I can tell in production

I've started work on fixing this on a branch: https://github.com/AtlasOfLivingAustralia/biocache-service/tree/677_swagger_spring_boot
