Fix for getCapabilities #811

Tested WMS capabilities generation locally using a basic occurrence search. It returns XML Capabilities as expected but was unable to load content into a map viewing tool e.g. qgis, national map etc. @adam-collins - maybe my search query above is incomplete/incorrect?

That search returns 1200+ species. A simpler example with fewer species (layers):

Download the capabilities file http://localhost:8080/ogc/ows?q=genus:Macropus.
Drag and drop this downloaded file into QGIS.
In QGIS, choose to map all layers available.
Zoom in to the Australian region.
