Not all raw_ fields are downloaded by the downloads plugin's "Full Darwin Core" selection

Currently

• 'Full Darwin Core' selection downloads only records with dwcTerm values in /fields or are in the hubs config downloads.dwcExtraFields.
• The method to download all 'raw_' fields is to do a custom download and select 'Miscellaneous fields'.

The mechanism for including 'raw_' fields in 'Full Darwin Core' is:

• include one or more 'raw_' fields is to update messages.properties with a declared dwcTerm value that does not end with 'raw'. (custom download uses dwcClass) see https://biocache.ala.org.au/fields?filter=raw
• biocache-hubs config boolean value includeRawDwcFields. This appears to be inconsistent with pipelines changes, i.e. it looks for dwcTerm ending with '_raw' as set by messages.properties and these no longer exist. Therefore this currently does nothing.
• biocache-hubs config comma delimited string downloads.dwcExtraFields. Currently in use.

Any changes will change the behaviour of the download plugin (biocache-hubs) 'Full Darwin Core' selection.

A comment on issue #845 implies that raw_establishmentMeans and raw_degreeOfEstablishment should be added to hubs config downloads.dwcExtraFields. Can I please get some confirmation that this is correct.
