Add userdetails /property/getProperty and /property/saveProperty to biocache-service

Userdetails is unable to support these existing services when moving forward with AWS Cognito.

My understanding of this is

• mysql will no longer be used and this is where the table currently exists
• cognito custom property limitations do not support our existing data
• it is too difficult to use the other database in userdetails

Moving these into biocache-service

• using cassandra
• adding 2 REST services
• manually migrating the data from mysql
