Processed record counts are not stable #286

The counts for processed records reported by biocache-store are not stable, meaning that it is not possible to trust them for verification purposes. See https://github.com/AtlasOfLivingAustralia/data-management/issues/386 for an example where the counts fluctuate.

Counts for https://github.com/AtlasOfLivingAustralia/data-management/issues/386 are correct for the first time, so closing this, but can reopen if there are regressions.
