issue #279 : Add test and fix ISO date parsing #290

Fixes for ISO date parsing, including regression tests for two forms of ISO dates that are used by two of my recently uploaded data resources.

Will do some style cleanup, but all tests are passing for me so good for review.

Looks good to me - plenty of work there.

We have no money in the budget for setting up a test biocache cluster at this point to verify that this works in practice, so I will just merge this and hope for the best.
