Relax geospatial kosher rules #376

The new rules for failing geospatial_kosher are essentially clearly bad conditions, without ideas of habitat and acceptable species range.

GEOSPATIAL_ISSUE, TAXONOMIC_ISSUE, ZERO_COORDINATES, COORDINATES_OUT_OF_RANGE, DECIMAL_LAT_LONG_CONVERSION_FAILED, DECIMAL_LAT_LONG_CALCULATION_FROM_VERBATIM_FAILED, DECIMAL_LAT_LONG_CALCULATION_FROM_EASTING_NORTHING_FAILED
