Replace Dashboard with dedicated graphing/reporting tool

Dashboard is a bespoke Grails app that has not been actively maintained for many years. It is hard to update and modify and thus gets little maintenance.

Investigate off-the-shelf options that can simply be configured to produce tables and charts that are currently provided by dashboard.

Possible options:

• Grafana
• Tableau
• WP "charting" plugin of some sort(?)
