Fix for biocollect job auth error. Job should show failure when ecodata is not accessible #1018

Currently, the Biocollect job doesn't show failure when the ecodata api is not accessible (returns 401 access denied error). This should not happen. The job should raise exception

Ecodata can only be accessed using jwt token. UserName and authKey is now decommissioned
