image tag display and sort/filter #219

display tags for images - count of tags representative (icons and a count)

sort in galleries: (type and specimen images still at the top in separate categories) images with representative tags to the top, images with record issues (taxon and geospatial) to the end

separate category for images from records tagged as misidentified or uncertain identification (identificationQualifier)
