The Australian Antarctic Data Centre released a dataset detailing the abundance of seabirds in the Southern Indian Ocean starting from 1978.

This is one data resource referenced in issue #138

The CSV data file for this was encoded as ISO8859-1, but was not able to be directly translated to UTF-8 due to the use of a character hexcode="0xBF" that did not have a UTF-8 mapping assigned to it. Replaced the character with a single quote character, based on examination of its use throughout the file.
