For tables that accept a baseline / investment priority / data set etc (any field that has a list of values populated from project or pre-pop data) the Excel template created for table upload can't easily reproduce these constraints so leaves the column as free-text.
Suggest adding a "hints" parameter to the request for the download template which can specify the constraints to use for these fields to avoid having to duplicate the pre-pop logic in the template production.
