Add more informative errors when the ALA system is down #102

For example, when this error occurs, suggest that this likely means there is a problem within the ALA system rather than within galah

Error in ala_GET(url, "layers") :
  Status code 504returned for url https://spatial.ala.org.au/ws//layers<pointer: 0x7ffc3d3725a0>
