spatially suspect records not spatially suspect #470

OBIS feedback: why are the following records spatially suspect? 99.9% of these records are good.

For example in this record: https://biocache.ala.org.au/occurrences/ff92b954-4f3a-474d-8844-6c65b30f5472 There are a few assertions raised about coordinate uncertainty and precision. Could that be causing these issues?

That record is marked as suspect because of the Coordinates dont match supplied country. Same is true on gbif.org

Record lies outside EEZ for Australia.
