Implement cold standby index generation #482

We plan to support generation of a cold standby index on a separate cluster that can be used in the event of something going wrong with the live cluster. Tasks required:

[x] Implement jenkins job to generate cold standby index on a schedule
[x] Document procedure for using cold standby index in the disaster recovery plan
