Load layers : Fix WABSI regions #106

WABSI regions was originally loaded May 2018.

They have since sent an updated layer with fixes.

There are currently two layers loaded for WABSI due to an issue with layers needing to be flattened into a single file. Not sure whether we need to keep both of them around, or what the best strategy is for loading the new layer.

To meet requirements biocollect is now using the disabled layer cl2.
