Upload returns "An error has occurred" #65

Uploading is broken and is returning a non-specific error.

Steps to reproduce:

Download file from : http://www.mdba.gov.au/kid/files/LegalInst-draftBP/MDB-WRPA-SurfaceWater.zip

Attempt to upload using the Upload tab at: http://spatial-test.ala.org.au/spatial-service/manageLayers/index

Page shows: "An error has occurred"

This was actually a bug with spatial-service, not layers-service, and was fixed by https://github.com/AtlasOfLivingAustralia/spatial-service/commit/0bb8d7dc7159fec5c369b3f7bb3974ead0c2ce67
