Load layer - ABS Indigenous Regions #78

Data provided by the ABS from the 2011 Census aggregated by Indigenous Region:

Next planned update for this by the ABS is after the upcoming 2016 Census, but still useful to load the 2011 data and update it later in the year.

Not loading yet, as not clear what the licensing terms are for this dataset.

On the data side, there are 18 entries with empty "the_geom" values, which will need to be filtered out either by me or spatial-service before they make it into spatial.ala.org.au

This has been reimplemented using the bulk PSMA Administrative Boundaries dataset which contains a large number of spatial layers that are clearly and consistently licensed as CC-BY-4.0.
