Use layer full UID for CSV/JSON downloads from spatial.ala.org.au/layers #83

Given we use layer IDs such as "cl2120" rather than "2120", suggest that the download UIDs from http://spatial.ala.org.au/layers should be reported as such. This makes export/import from layer selections compatible and consistent.

Example, if I want to use the download above to help select a subset of layers for use in say MaxEnt, I have to manually add the "cl" and "el" prefix to the UIDs before I can import the layer selection.

Also noted that some layers show no UID in the download, e.g., "wetlands_mdb_name_only".
