Improve downloads

• general UX questions to be answered #25
• implement suggestions from UX review (refer to "ALA User & Expert Review, Final Recommendations.pdf)
• revise download-plugin UI/UX (Adam A to provide wireframe/mockups)
• add more support material (both links to support doco and context sensitive popups)
• final confirmation page needs to be clearer about being able to leave page and weait for email to arrive
• provide estimation of both file size and time taken for download to complete
• check fields in download files correspond with formats in form
• ensure download file provides fields in the order specified (DwC order, etc)
• test files are CSV compliant (Lee has reported 1-2 users have complained the files are "not proper CSV"... email Lee for details)
